Program Requirements

Ce programme de d茅veloppement professionnel est con莽u pour le personnel parlementaire de rang interm茅diaire visant 脿 锚tre promu aux 茅chelons sup茅rieurs de l鈥檃dministration parlementaire. Le curriculum repose sur les meilleures pratiques internationales et leur mise en 艙uvre dans des cadres parlementaires de cultures et de r茅gimes politiques vari茅s. Alliant th茅orie et pratique, le programme a recours 脿 une m茅thode d鈥檈nseignement combinant cours en classe et formation en ligne. En offrant au personnel parlementaire les outils leur permettant de devenir la 芦 m茅moire collective 禄 du Parlement, le programme contribue 脿 cr茅er l鈥橝ssembl茅e l茅gislative de demain.

Ce programme, offert en anglais, doit 锚tre termin茅 en deux ans.

  Affaires : This course provides an overview of democratic principles, core functions of parliament, parliamentary procedures and practices, as well as current trends and issues in parlimentary administration. Each participant will be assigned a mentor, who will be available for consultation and guidance throughout the entire program.

  Affaires : This course focuses on general concepts of good corporate governance and their applicability to parliament, and the role of key stakeholders. Emphasis is placed on the management of human and financial resources in a parliamentary setting and the importance of strong interrelationships.

  Affaires : This course focuses on the importance of developing a coordinated approach to planning and public outreach in order to meet both parliamentary corporate needs and public expectations. The effectiveness of various performance assessment tools will also be reviewed in the context of reporting, surveying, and benchmarking.

  Affaires : This course focuses on the role that parliamentary committees play in the work of the parliament and considers the procedural, administrative, research and analytical support required for committees to function successfully. This course will also examine the important role that committees play in terms of accountability and engagement.

  Affaires : This course looks at the system of rules, processes, procedures and regulations through which decisions on financial resources are made and implemented.The course aims to provide a basis for better understanding of core concepts, objectives, and issues in public financial management (PFM) as they relate to the functions of the legislature. Particular focus is placed on how PFM impacts three levels of budgetary outcomes: aggregate fiscal discipline, allocative efficiency and operational performance.

  Affaires : This course provides an introduction to the importance of research and policy analysis in the legislative process, the role of staff in the formulation of policy and legislative proposals, the differences between legislative and academic research, the role of information and document management systems, encryption and security techniques used to protect sensitive parliamentary information, as well as use of social media in parliamentary context.
